Members of the U.S. armed forces, civilian employees of the Department of War, foreign companies contracted or subcontracted by that unit and their non-Ecuadorian workers will be able to enter without the need for official permits and will have immunity for any judicial action, following the ministerial agreement of the government of Daniel Noboa, which is supported by the Statute of the Forces (SOFA) between Quito and Washington.
