Trump Administration Considers Joint Ventures to Spread Dollar Stablecoins Overseas
Officials are weighing public-private ventures that could expand dollar use abroad, as stablecoin issuers already hold nearly $200 billion in Treasury bills and other securities.
Bloomberg reported on Sept. 23 that the Trump administration is discussing potential public-private stablecoin ventures involving the Treasury Department, State Department and International Development Finance Corporation to expand international dollar use.
President Donald Trump signed the GENIUS Act in July 2025, with Treasury Secretary Scott Bessent stating stablecoins could strengthen the dollar's global role and create additional demand for United States government securities through reserve requirements.
Treasury Deputy Secretary Francis Brooke said on Sept. 22 that stablecoin providers already own nearly $200 billion in Treasury bills, with Tether reporting roughly $141 billion in exposure and Circle holding $74.6 billion in USDC as of Sept. 21.
The Bloomberg-reported initiative might involve the International Development Finance Corporation, which Congress expanded in December 2025 to raise its maximum investment exposure to $205 billion and create a $5 billion revolving equity fund.
Treasury's immediate focus remains completing GENIUS Act regulations before the statutory framework's expected activation on Jan. 18, 2027, and officials have not publicly detailed a timetable for launching any overseas partnership.
