Tropical Storm Fay Doesn't Quite Reach Hurricane Strength; Weakens
- Tropical Storm Fay is weakening over the northern Atlantic Ocean, with the National Hurricane Center expecting the system to degenerate into a post-tropical remnant low by Tuesday. The storm poses no threat to land.
