Thames Valley Police chief warning over early release of prisoners

Jason Hogg said police will need to tag and monitor thousands of early-release offenders without extra funding.

  • On Monday, Thames Valley Police Chief Constable Jason Hogg warned that monitoring offenders released under the Government's early release scheme would be "difficult" for forces without additional funding.
  • Changes announced Sunday exclude anyone convicted of unlawful killing, including manslaughter and death by dangerous driving, from early release following public outcry over killers Albert Bowers and Jessie Cole.
  • Justice Minister Alex Davies-Jones insisted "release does not mean freedom" as the scheme was reduced from 6,000 to 5,000 inmates, with GPS monitoring and restriction zones now mandatory.
  • Mr Hogg said the policy change came as a "relief" after a Friday call with the Lord Chancellor, yet warned police must reallocate resources to monitor offenders without extra funding.
  • Prime Minister Andy Burnham pledged to address 856 IPP prisoners still in custody, though he cautioned that changes to these indefinite sentences require a "very careful" approach as some individuals may still pose danger.
