Federal court pauses Trump changes to Teen Pregnancy Prevention program
The judge said the agency likely acted arbitrarily and blocked enforcement as the administration’s rules had canceled 53 of 66 active grants.
A federal judge has temporarily blocked the Trump administration from implementing new funding rules for the Teen Pregnancy Prevention Program, preventing HHS from reshaping the program while the legal challenge proceeds.
The administration’s changes would have steered federally funded programs toward abstinence-focused education and restricted discussions involving contraception, sexual activity and gender-related topics.
Judge Christopher Cooper questioned whether the new restrictions were compatible with the program’s congressional mandate, noting that preventing teen pregnancy would be difficult if programs could not discuss sexual activity or contraception.
The lawsuit was brought by affected grant recipients including Hennepin County, King County and Planned Parenthood, while the administration could appeal the ruling, leaving the future of the revised funding policy unresolved.
