Advocacy group calls for worker trust fund after N.B. company’s $1M fine
Bolero Shellfish was fined $1 million, the largest ever under Canada’s Temporary Foreign Worker program, and banned for 10 years for wage and workplace abuse violations.
- On Oct. 8, 2025, Bolero Shellfish Processing Inc. in Saint-Simon, N.B., was fined $1 million, the largest federal penalty, and banned from the Temporary Foreign Worker program for a decade.
- The federal government said investigators found Bolero Shellfish Processing Inc. broke hiring and recruiting rules, failed to ensure a workplace free of abuse, and underpaid workers below their offer wages.
- At the processing plant, workers from Mexico and the Philippines said they had hours cut from scheduled 12- to 16-hour days to 20 hours weekly, MWAC reports.
- MWAC says Bolero workers should receive part of the $1 million fine and urges Ottawa to create the proposed trust fund and grant permanent status; nine applicants sought open work permits, with seven approvals.
- On Monday, Employment and Social Development Canada said inspections found employer non-compliance and rising penalties, yet 476 unpaid firms leave $7.5-million uncollected.
