Retired engineer jailed for blowing up ULEZ camera using homemade bomb

A judge ruled the blast had a terrorist connection after the homemade device sent shrapnel more than 100 metres and damaged nearby homes and vehicles.

  • On Friday, Kevin Rees was sentenced to 15 years in prison at the Old Bailey after Judge Anthony Bate ruled his December 2023 explosion of an Ultra Low Emission Zone camera in Sidcup carried a 'terrorist connection'.
  • Retired engineer Rees used a homemade bomb containing 'black powder' to target the camera, telling the court he 'strongly opposed' the ULEZ scheme and London Mayor Lord Sadiq Khan.
  • The blast sent shrapnel flying more than 100 metres, damaging a nearby van and a child's bedroom window, while prosecutors noted a passing car was struck 'mercifully just below' where a woman sat.
  • Defense counsel Simon Ray KC argued the act was a 'wholly disproportionate' reaction to personal grievance rather than ideology, though the judge imposed an extended 16-year sentence with 15 years in custody.
  • Evidence at trial revealed Rees called himself 'The Exterminator' in messages and had set up a Facebook group called 'Ulez Camaras' to encourage camera destruction, though he claimed he joined anti-ULEZ groups out of 'boredom'.
