Joly threatens ‘full force of the law’ over Cleveland-Cliffs’ Stelco job commitments
Ottawa says Cleveland-Cliffs must explain how it will keep more than 1,500 jobs or face enforcement action.
On Monday, Industry Minister Mélanie Joly demanded a plan from Stelco Holdings Inc. regarding its commitment to maintain more than 1,500 jobs, warning Ottawa will pursue enforcement action if the company fails to comply.
Cleveland-Cliffs CEO Lourenco Goncalves cannot blame tariffs for laying off up to 500 workers, Joly said, since his public support for American steel tariffs precludes claiming the cuts are beyond the company's control.
Canada approved US-based Cleveland-Cliffs' 2024 purchase of Stelco under the Investment Canada Act, contingent on maintaining union and non-union positions as part of legally binding employment commitments.
Stelco president Paul Simon has not yet responded to the federal letter, while Joly distinguished these planned cuts from recent auto sector layoffs, emphasizing the legal nature of the acquisition agreement.
Dismissing claims that market pressures constitute an "act of God," Joly emphasized the company must comply with its obligations or face "the full force of the law" as enforcement action looms.
