India Emerges as Key Petrol Supplier to Russia as Refinery Attacks Disrupt Fuel Supplies
- Ukrainian drone attacks on refineries forced Russia to import gasoline, with domestic production dropping up to 70 per cent and Moscow facing a severe fuel supply crunch. India has emerged as a key supplier amid the disruption.
- Vortexa reported 32 attacks on refineries during July and August, roughly one every other day. These repeated strikes on energy infrastructure disrupted domestic fuel production, forcing Russia to seek external supplies.
- India, Turkey, and Morocco supplied gasoline to Russia in August, with Vortexa noting 55 per cent of imports arrived on sanctioned tonnage and around 40 per cent involved dark ship-to-ship transfers.
- Vadinar refinery in Gujarat, operated by Nayara Energy and half-owned by Rosneft, provided these supplies. Moscow continues imposing restrictions on fuel sales across the country despite the imports.
- Russian diesel exports remain constrained by an export ban extended through September 1, 2026, while Vortexa predicts Russia will likely continue importing gasoline volumes in the near term reflecting production constraints.
