Nearly a year after finishing construction of a $5 billion battery plant, NextStar Energy in Windsor, Ont., has not yet hit its hiring commitment of 2,500 people — despite an earlier agreement with the federal government that required the company to do so in exchange for hundreds of millions of dollars in public funding.
