Proposed Bill Would Bar Taxpayer Funding for AI Surveillance Cameras
The measure would bar federal money for real-time surveillance cameras and require agencies to remove federally funded systems within 180 days.
- On Wednesday, Rep. Thomas Massie, R-Crescent Springs, and Congressman Eric Burlison, R-Mo., introduced the FLOCK OFF Act, legislation banning federal funding for Flock Safety cameras and biometric surveillance systems.
- Burlison argued that "technology may change, but our constitutional rights do not," contending federal funding should not build a surveillance state tracking law-abiding Americans in violation of The Fourth Amendment.
- Agencies would have 180 days to disable systems under the bill, which targets at least 138,000 cameras mapped across the U.S. while Flock Safety has spent $2 million on lobbying efforts since 2025.
- Exceptions under the bill include cameras used for toll collection and those within one mile of the Northern and Southern borders, provided they are "used primarily for border security" related criminal activity.
- Municipalities like Fort Thomas and Newport in Northern Kentucky are already ending Flock programs, while five Republicans including Lauren Boebert and Chip Roy have signed on as co-sponsors in the 119th Congress.
