Canada Launches Responsible Data Centre Development Principles

The framework requires projects to protect ratepayers, limit water use and deliver local benefits as Canada faces rising AI data centre pushback.

  • On Thursday, Minister of Artificial Intelligence and Digital Innovation Evan Solomon unveiled the federal government's five-point "national framework" for building data centres in Markham, Ont. The voluntary principles aim to ensure facilities provide "lasting local benefits" while minimizing environmental impacts.
  • Amid growing community concerns over noise and water usage, the initiative responds to rising public pushback against data centre projects. Officials stated "growth cannot come at the expense of host communities" when outlining the new standards.
  • More than 20 companies, including Amazon, Meta, and Google, signed on to the principles. A July Leger poll found 46 percent of Canadians viewed data centres positively, while 37 percent held negative views.
  • Solomon acknowledged the government lacks the jurisdiction to enforce these standards, which rely on provincial and municipal oversight. The Federation of Canadian Municipalities endorsed the framework, noting it provides tools for local decision-making.
  • Ontario Premier Doug Ford's Data Centre Playbook, released last month, complements the federal approach with specific provincial expectations. Ontario will only offer "non-financial support to attract data centre investments," positioning provinces as key decision-makers.
