Critics frequently identified Chivayo as a member of a small elite class benefiting from government-linked contracts under Zimbabwe's long-ruling ZANU-PF party, maintaining close ties with Mnangagwa.
Chivayo faced repeated legal scrutiny, including a 2005 money-laundering conviction and a 2018 arrest over the alleged misuse of a $5.6 million advance payment for a solar project, though he denied all corruption allegations.
Kenya's President William Ruto mourned the loss, calling Chivayo his friend and stating he was saddened by the businessman's passing in a social media post.
In 2024, Mnangagwa described Chivayo's company as Starlink's exclusive partner in Zimbabwe, prompting the telecommunications regulator to clarify it was merely one of several approved resellers.
