- On Monday, Sept. 14, President Volodymyr Zelensky removed Prosecutor General Ruslan Kravchenko from office under Article 11 of the law on the Legal Regime of Martial Law, urging lawmakers to approve the dismissal without delay.
- Kravchenko's ouster followed the Sept. 4 announcement of the "Carthage" probe by the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor, which alleged a criminal group protected fraudulent call centers.
- According to the Global Initiative Against Transnational Organized Crime , these call centers employ 60,000 people and generate up to $1 billion monthly, with investigators claiming the network "laundered fortunes."
- Kravchenko reportedly fled the country after signing a notice of suspicion against NABU Director Semen Kryvonos, accusing him of "falsifying official documents," which both Kryvonos and SAPO chief Oleksandr Klymenko rejected.
- Zelensky warned of "an uncontrolled concentration of influence" within anti-corruption authorities, framing the removal as necessary amid Ukraine's ongoing struggle with systemic corruption and institutional trust.
