Ukraine's President, Volodimir Zelenski, asked European leaders on Monday to take into account the advance payment of tranches of financial support for Kiev, under the conditions under which the Ukrainian defence budget faces a deficit of $27 billion.

The Ministry of Defence of Ukraine has already spent the funds budgeted through the end of 2026. The overall funding shortfall for the Defence Forces currently stands at USD 27 billion.
Calls for a package of air defense systems before winter
Ukraine has not sent the European Commission a formal request for early payments in 2026 of part of the loan for a total amount of 90 billion euros, which is foreseen for 2027, in order to close the 27 billion euros deficit in Ukraine's defense budget this year.
