The Welsh federation decided to keep Cardiff under its control, abandoning the plan to buy the club in the capital and securing its franchises, in a plan to reduce the pro Welsh rugby from four to three clubs by 2028.

The Welsh Rugby Union (URC) has confirmed that the request of the current owners of the Osprey club to buy Cardiff Rugby Club will not go ahead. That means that Cardiff Rugby will remain under the ownership of the Welsh Rugby Union for the time being until it makes commercial and strategic sense to reconsider that decision.
