Since 2012, smoking rates in the EU have decreased from 28% to 24% of the population, however, "increasing challenges associated with the emergence of new tobacco and nicotine products".
Rome, 3 April 2026 The European Commission calls for the results of the Union's regulatory framework on tobacco control, but warns that the rapid spread of new products containing nicotine, especially among the youngest, now requires an update of legislation.
According to a report by the EU Commission, there is evidence that novel nicotine products can lead to nicotine addiction in young people and ultimately to the smoking of traditional tobacco products.
