Woman who killed partner with air rifle given supervision order for PTSD
Judge John Morris KC said the non-custodial sentence was the most suitable means of dealing with Ramage and ordered treatment for her health.
On Wednesday, the High Court in Edinburgh imposed a three-year supervision and treatment order on Simone Ramage, 41, for killing her partner Brian Kowbel with an air rifle.
Judge Susan Craig deemed Ramage unfit to stand trial last year due to a mental disorder, prompting an examination of facts procedure where Judge John Morris found her responsible for the killing earlier this year.
Ramage shot Kowbel at their home in Galashiels on February 17, 2023, leaving him severely injured; he later died at Borders General Hospital in Melrose. She also possessed an air rifle without a valid firearm certificate.
Judge Morris told Ramage the non-custodial sentence was "the most suitable means of dealing with you," warning that non-compliance with the treatment order could result in revocation and return to court.
The final disposal was deferred last month to allow for a pre-sentencing social work report. When asked about her current doctor, Ramage replied: "Good.
