Wisconsin Students Show Modest Gains in Literacy, Math on State Tests

Statewide proficiency rose to 48.4% in ELA and 48.7% in math, while Milwaukee Public Schools reported gains in grades 3-8 under a new literacy strategy.

  • On Thursday, the Wisconsin Department of Public Instruction released 2025-26 assessment data showing modest statewide gains. Milwaukee Public Schools Superintendent Brenda Cassellius announced that MPS students in grades three through eight improved across literacy, math, science, and social studies.
  • The district's new literacy strategy, implemented last year, emphasizes explicit instruction connecting spoken sounds with letters and strengthening reading-writing connections. MPS leaders attribute the gains to this intentional approach and consistent staff training.
  • Across grades three through eight, MPS reported English Language Arts proficiency rising 1.5 percent to 25.1 percent. Science proficiency grew 3 percentage points, while math and social studies scores increased 0.8 and 1.9 points respectively.
  • At Bruce Elementary School, proficiency increased by more than 10 percentage points, with Principal Lisa Turner crediting staff commitment and family support. "The systems are working for us," Turner said.
  • Despite these gains, high school ELA proficiency declined 1.2 percentage points, and significant achievement gaps between Black and white students remain. State Superintendent Dr. Jill Underly stated the state must "continue to recruit and retain high-quality educators across the state.
