"Winthai" Insists that Using Cluster Munitions Does Not Violate the Convention because Thailand Is Not a Party to the Convention.

The army spokesman confirmed that the use of cluster munitions was in accordance with the principle of “proportionality” and did not violate the convention because Thailand is not a party to the convention, so it is not binding. He pointed out that it is not an anti-personnel mine and has no long-term effects.
