Who Is Hamas’s New Leader, Khalil Al-Hayya?
Hamas said the vote shows its institutions remain functional as it seeks continuity in negotiations and regional alliances during the war.
- On Monday, Hamas announced that Khalil al-Hayya had been elected as head of its political bureau through what it described as an "institutional consultative process", succeeding Yahya Sinwar.
- Internal elections were among the most difficult in Hamas's history due to wartime conditions; the vote required exceptional security arrangements amid constant surveillance and Israeli military targeting in Gaza.
- Al-Hayya has long occupied a dual role inside Hamas, acting as both a leading political negotiator and defender of the movement's military strategy while maintaining close ties to Tehran and the "Axis of Resistance".
- Ramallah-Based political analyst Esmat Mansour said the election "reflects a deliberate choice within the movement and confirms that Gaza remains Hamas's centre of gravity", positioning the leadership for negotiation acceleration.
- Major policy changes will depend less on individual personalities than on wider regional and international developments, Mansour stressed, while the movement appears to be avoiding significant shifts in its regional alliances.
