Whitehorse bylaw that limits condo units too restrictive, contractors' association says

City council recently adopted an amendment to the Subdivision Control Bylaw, which now requires condos to have a minimum of three units. This happened in April, a city spokesperson said, in a bid to modernize rules that hadn’t been updated since 2018. The Yukon Contractors Association said that's causing a headache.
