Watchdog Investigating After Man Dies in Vancouver Police Cells
The watchdog will examine whether officer action or inaction contributed after the man was arrested and found unresponsive in a jail cell less than 24 hours later.
- The Independent Investigations Office announced Tuesday, June 16, it is investigating a death in The Vancouver Police Department custody after a man was found unresponsive in a jail cell Monday morning.
- Under the Police Act, the IIO initiates investigations when a death or serious harm links to officer action or inaction. This mandate requires the watchdog to examine all available evidence to determine whether criminal offences occurred.
- VPD arrested the man around 3 p.m. Sunday, June 14, and placed him in a jail cell; staff found him unresponsive the next morning, and Emergency Health Services provided aid but he was pronounced dead.
- At the conclusion of the investigation, the IIO will determine if reasonable grounds exist to believe an offence occurred. This finding will determine whether the case is referred to authorities for potential charges against officers involved.
- This inquiry follows a separate VPD-related incident last week involving a fatal police shooting, increasing public scrutiny of VPD. The IIO remains active in examining circumstances surrounding these recent incidents within Vancouver.
