The sanctions would target countries that buy oil and natural gas from Russia.

A bill sanctioning Russia reached a critical agreement between the White House and a bipartisan coalition of senators, paving the way forward for its formal introduction, a bipartisan group of senators said Friday.
Republican and Democratic elected officials have obtained the green light of the Trump administration to advance legislation on Russian hydrocarbons, while Moscow continues its offensive in Ukraine.
"We are proud to announce that we have reached an agreement with the Trump government to advance our updated legislation on sanctions against Russia," said the four Republican and Democratic elected officials in a joint press release.
Four US senators, Richard Blumenthal, Lindsay Graham, Roger Wicker and Jeanne Shaheen, announced on Friday that they had reached an agreement with President Donald Trump to impose massive sanctions on Russia. The sanctions package, which is also intended to apply to countries that benefit from trade with Russia, has been in the works for about a year, but the White House chief has yet to sign it.
Four Republican and Democratic members of the US Senate announced on social media that they had received White House approval for Congress to consider new sanctions.
