13-Year-Old Boy Was Driving Stolen Car in Germantown Crash that Killed Virginia Man

- Seven juveniles, ages 12 to 15, were inside the stolen Kia and sustained injuries. Police stated the vehicle was reported stolen from a Germantown residence shortly after the collision.
- Payne, a mechanical engineer at the National Institute of Standards and Technology for nearly 30 years, was commuting to work. Montgomery County police officer Shiera Goff said, "At this age, they're not supposed to be driving."
- While the six other passengers received hospital treatment for varying injuries, the 13-year-old driver remains in critical but stable condition. Montgomery County police stated the collision reconstruction unit is conducting an investigation that may take several weeks or months.
