Virginia Gov. Spanberger Announces New Data Center Rules for Virginia

- The framework establishes strict environmental standards for water and energy use, requiring utilities to allocate costs more equitably to data centers. An Artificial Intelligence Task Force will address risks including workforce displacement, data privacy, and cybersecurity.
- State officials like Dave Marsden commended the move, but Piedmont Environment Council President Chris Miller said it "largely addresses standards on new data centers" while leaving existing projects unaddressed.
- Other states including California and New York have taken similar executive action on data center regulation. Spanberger plans to implement additional framework provisions through proposed legislation during the 2027 General Assembly session.
