South Sudan repatriated the 44-year-old after more than a year in detention under a U.S. third-country deportation program.

- Under the Trump administration's third-country deportation program, Phan was among more than 180 people sent to various nations, arriving in South Sudan in July 2025 according to Third Country Deportation Watch.
- While in custody, the men were held in a gated house under supervision by armed guards; spokesperson Agok Anyar said Phan remained "disciplined, joyful, and healthy" throughout his detention.
- Phan is the second person in the group to be repatriated, following Jesus Mun Gutierrez's return to Mexico in September; remaining members are from Cuba, Myanmar, and Laos.
