PORTSMOUTH, Va. (WAVY) - A crash on VA-164 west in Portsmouth Friday is impacting traffic. According to VDOT, the crash scene is near the Cedar Lane on-ramp. All west lanes are closed, with a detour in place at West Norfolk Road. Video taken by WAVY's Karina Garcia showed a white vehicle overturned in the left lane as a result of the crash.
