- The White House offered the 'Compact for Academic Excellence in Higher Education' in early October to nine universities, including USC, seeking commitments for priority federal funding.
- The document details measures such as a five-year tuition freeze, SAT or ACT requirements, limits on foreign student enrollment, and acceptance of the government two-sex definition of gender.
- On Oct. 6 the USC Academic Senate rejected the compact as 'egregiously invalid' and Gov. Gavin Newsom warned, `If any California university signs this radical agreement, they'll lose billions in state funding, including Cal Grants, instantly.`
- Other universities on the list include Vanderbilt University, University of Pennsylvania, Dartmouth College, Massachusetts Institute of Technology, University of Texas at Austin, University of Arizona, Brown University, and University of Virginia; USC said it will decline to join but contribute its perspectives and reaffirm institutional neutrality.
