BRUSSELS — U.S. intelligence assessments have raised concerns among allies that Russia could attempt a limited attack against a NATO country in the coming years. It wouldn’t have to be a full-scale invasion — scenarios include a small-scale ground incursion or a cyberattack that Moscow could use to test the alliance’s response.
