- The legislation targets optical transceivers made by Eoptolink and Zhongji Innolight, which are critical for fiber-optic data transmission in AI infrastructure. Supporters argue Beijing could harness these devices to disrupt U.S. cloud access and AI tools.
- Industry groups cautioned supply disruptions could harm U.S. AI leadership. The Information Technology Industry Council urged the FCC in August to "refrain from adding optical transceivers" to a trade blacklist, while the Foundation for American Innovation reported Coherent and Lumentum lack scale to replace Chinese vendors.
- If approved, the federal government would have five years to comply with the mandate. The Secretaries of Commerce and Defense would receive authority to add additional companies to the restricted list.
- Lawmakers justified the move on national security grounds. Senator Cornyn stated "critical government communication and information systems must be safe, reliable, and free of any foreign interference," while McCormick added, "We shouldn't rely on China for technologies that are essential to our national security.
