US Holds Off on Adding DeepSeek to Blacklist

  • An interagency committee approved these entities for the Entity List last year, but the Commerce Department has not published the additions despite the committee's approval.
  • At least 75 entities in semiconductor production and AI modeling await blacklisting, according to Philip Luck of the Washington-based Center for Strategic and International Studies. "The Entity List is like whack-a-mole," Luck said.
  • Since October, the United States has not updated the Entity List, the longest stretch in over a decade, potentially allowing American technology to reach adversaries.
  • Jeffrey Kessler, under secretary of commerce for industry and security, has sought to avoid new listings since late 2025, even as Anthropic and OpenAI warned that DeepSeek targeted their AI models.
