US accuses Chinese AI firms of 'malicious' copying of AI technology

  • On Tuesday, the National Security Agency , FBI, and CISA issued a joint advisory accusing six Chinese AI firms—DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun, and Z.AI—of industrial-scale 'distillation' to extract proprietary capabilities from American frontier models.
  • Since late 2024, these firms utilized fraudulent accounts and proxies known as 'transfer stations' to bypass geographic restrictions and terms of service, according to the NSA, FBI, and CISA. Activities occurred 'likely with Chinese government awareness.'
  • Agencies reported extraction of 'billions of tokens' across millions of exchanges from models including Claude, GPT, Gemini, and Grok. Treasury Secretary Scott Bessent warned that firms crossing into IP theft could face sanctions or Entity List designations.
  • Beijing rejected the claims as 'groundless' and a 'deliberate attack,' with Foreign Ministry spokesperson Mao Ning asserting that China's AI advancements stem from 'high-level technological self-reliance and strength.'
  • President Donald Trump and Chinese leader Xi Jinping are scheduled to meet in Washington later this month, where AI governance is expected to feature prominently amid these escalating tensions.
