Upload of Gardiner and DVP to be complete by fall 2027, Ford says
Ontario will fund maintenance and keep the 33-kilometre corridor toll-free until the transfer is complete, officials said.
On Thursday, Premier Doug Ford and Mayor Olivia Chow announced Ontario will officially assume ownership of the Gardiner Expressway and Don Valley Parkway effective fall 2027.
The transfer completes a 2023 agreement designed to reduce gridlock and ensure financial stability for Toronto by moving maintenance responsibility for 33 kilometres of highway to the provincial government.
Ontario has invested $431.4 million in repairs since 2023, and the province will provide a further $353 million to support operations until the 2027 handover is complete.
Ford guaranteed the highways will "remain permanently toll-free," while Chow confirmed the deal allows Toronto to reallocate $1.9 billion in budget funds toward transit, parks, and bridge repairs.
As part of a $31 billion plan to fight gridlock, officials confirmed community events such as the Bike Ride may continue under provincial ownership.
