Finally, the Court again urged the National State to comply with the precautionary measure within five days, under the warning of applying astreintes, i.e. progressive fines. The resolution thus reopens the discussion on the effective application of the university financing law and the budgetary obligations of the national Government.
The ruling ordered the immediate application of the rule, which provides for funds for salaries, scholarships, research and the functioning of universities.
Casa Rosada confirmed that it will seek to reverse the ruling in the first instance that declared unconstitutional the actions of the Executive. From the point of view of the government, they insist that Congress must determine where the money will come from in order to deal with this expenditure not provided for in the Budget.
The Executive evaluates alternatives to avoid immediate disbursement of resources.
