According to Unicef France, some of the most vulnerable minors escape the statistical tools used to guide public policies, in particular: precariousness, geographical remoteness, especially in the overseas regions, and logistical constraints that make these children largely invisible to the public authorities.
In an attempt to remedy the lack of data, the United Nations agency has set up an observatory on children's rights. Its first report, published on Thursday, analyses 76 indicators on topics such as poverty, health, education and nutrition.
In a report published on Thursday 29 January, UNICEF estimates that the situation of several thousand children in France remains outside the radars of the political agenda due to the lack of sound public statistics. Overseas territories in particular, remain heavily under-documented.
