UN concerned by Taliban’s arrest of Afghan women and girls for dress code violations

KABUL, AFGHANISTAN, JUL 21 – UNAMA condemned recent arrests of dozens of Afghan women in Kabul for dress code violations, urging Taliban to reverse restrictive policies that isolate women and erode public trust.

  • On July 22, UNAMA said detentions occurred between July 16 and 19 in Kabul, when dozens of women and girls were held by Taliban morality police.
  • Since returning to power in 2021, Taliban authorities began requiring full-body coverings, introduced a May 2022 hijab decree, and issued over 100 decrees restricting education and public life.
  • In Kabul neighborhoods, AFP witness reported Taliban officers told two women to go with them at gunpoint, forcibly detaining women from public places.
  • These incidents serve to further isolate women and girls, contribute to a climate of fear, and erode public trust, UNAMA added, while religious leaders including prominent Shia clerics urged respect for dignity and human rights groups labelled the crackdown "gender apartheid".
  • Earlier this month, the International Criminal Court issued arrest warrants for Hibatullah Akhundzada and Abdul Hakim Haqqani, while human rights groups and the Afghan diaspora condemned Taliban dress code arrests, and the international community urged respect for women's rights.
