UN chief condemns Israeli law blocking electricity, water for UNRWA facilities

- On Wednesday, United Nations Secretary-General Antonio Guterres condemned Israel's Knesset amendments banning electricity or water to United Nations Relief and Works Agency facilities, which seek to impede UNRWA's operations as Israel also suspended dozens of international non-governmental organizations in Gaza.
- The U.N. said the amendments are inconsistent with international law and must be repealed, recalling Israel's obligations under the U.N. Charter and Convention on Privileges and Immunities.
- UNRWA provides education, health and aid to millions of Palestinians in Gaza, the West Bank, Jordan, Lebanon and Syria, and its Gaza operations support Security Council resolution 2803 ; property used by UNRWA is inviolable, a U.N. spokesperson said.
- The U.N. spokesperson said the amendments would `further impede` UNRWA's work, and a Dec 30 joint statement warned one in three healthcare facilities in Gaza could close if international NGOs stop.
- UNRWA Commissioner-General Phillipe Lazzarini condemned the move as part of a `systematic campaign to discredit UNRWA and thereby obstruct` its role, while relations with Israel have deteriorated sharply since the Gaza war.
