Since 1 January, 16 Russian oil refineries have been targeted at at least twice by Ukrainian drones, sometimes up to more than 1,500 kilometres from the country's borders, accounting for more than half of Russia's refining capacity (54.1%), equivalent to 161 million tonnes per year.1 A total of 25 refineries representing 82 per cent of the refining capacity have been hit at least once since the beginning of the year.
