Ukraine is hitting oil facilities deep inside Russia. Soaring fuel prices could blunt the impact
- Ukrainian drones struck major Russian energy infrastructure this week, hitting the Perm refinery, the Orsk facility, and the Black Sea port of Tuapse, demonstrating Kyiv's expanding military capabilities to target sites more than 1,500 kilometers away.
- Kyiv's Defense Ministry aims to slash Moscow's oil export revenues funding the invasion. President Volodymyr Zelenskyy stated that oil sector attacks have cost Russia at least $7 billion since the year began.

- Rising global energy prices, bolstered by Iran's closure of the Strait of Hormuz, helped Russian export revenues double to $19 billion in March. Chris Weafer, CEO of Macro-Advisory Ltd. Consultancy, noted the damage remains less significant than explosions suggest.
- Separately, Ukrainian Ground Forces commander Oleksandr Syrskyi ordered mandatory two-month rotation limits for front-line troops following logistical failures. Syrskyi stated drone dominance has "significantly transformed" combat operations along the 1,200-kilometer front line.
