- Under the Arms Export Control Act, the $280 million transfer exceeds the $14 million threshold requiring congressional review; the sale will proceed automatically in two weeks unless Congress passes a joint resolution banning re-export.
- The M39 missiles have a range of approximately 165 kilometers . With Washington ending large-scale defense funding under President Donald Trump, Kyiv now relies on alternative partners to obtain key systems previously supplied by President Joe Biden.

The US government has approved a major Turkish arms delivery to Ukraine, including long-range missiles and missile launchers. The package includes 70 US ATACMS missiles, among others. Turkey says it wants to reduce the number of older weapons in its inventory to free up resources for the modernization of its armed forces.
