Germany will pay to build Ukraine’s deep-strike drone fleet

Germany will finance the first production phase, and all BARS drones built under the agreement will go to Ukraine's Defense Forces, officials said.

  • On Wednesday, Ukrainian Foreign Minister Andrii Sybiha and German Defense Minister Boris Pistorius signed an implementation agreement for BARS drones in Ankara, with Germany financing the initial production phase.
  • This partnership falls under the 'Build with Ukraine' initiative, a German government program launched in December 2025 with roughly $2.3 billion allocated this year to subsidize Ukrainian defense manufacturing.
  • Ukrainian defense reporting identifies BARS as a domestically developed, jet-powered strike drone designed for long-range attacks on military targets deep inside Russia, which has reportedly already seen combat use.
  • The Ankara gathering also saw Ukraine sign separate drone technology cooperation agreements with Estonia and Dutch Prime Minister Rob Jetten, as Kyiv pursues a strategy of diversifying partnerships to expand its unmanned systems industrial base.
  • Ukraine aims to scale annual drone production to roughly 7 million units by the end of 2026, while Germany has already approved a draft 2027 state budget setting aside roughly $13.3 billion in military aid for Ukraine.
