Turning decline into development: Johnstown and Gloversville start a long journey

So what do you do with all those properties and buildings the cities don’t really need? Sure, I said as I chatted with an acquaintance in downtown Johnstown, it would be nice if they could be re-purposed. And maybe the cities could land some grants, as Binghamton and Cortland did, and as Gloversville did to create the Glove City Lofts. But there’s only so much money to go around.
