Trump administration revokes terrorism designation of new Syrian leader’s group
SYRIA, JUL 7 – The U.S. revoked Hayat Tahrir al-Sham's terrorist status after it severed ties with al-Qaeda, aiming to ease sanctions and support Syria's post-civil war reconstruction, officials said.
- The Trump administration announced on July 7, 2025, it will revoke the foreign terrorist organization designation of Hayat Tahrir al-Sham , led by Syria's interim president Ahmed al-Sharaa.
- This decision follows a December 2024 rebel offensive led by HTS that ousted Bashar Assad after 13 years of civil war and comes amid U.S. efforts to improve relations with Syria's new leadership.
- HTS, formerly the al-Nusra Front and al-Qaeda's Syrian affiliate until severing ties in 2016, has faced skepticism alongside ongoing violent attacks on minority groups including hundreds killed in March and at least 25 in a June church bombing.
- Secretary of State Marco Rubio stated the revocation, effective July 8, recognizes Syria's commitment to combat terrorism and represents a step toward President Trump's vision of a stable and peaceful Syria.
- The move signals a shift toward easing U.S. sanctions lifted by Trump's late June executive order, reflecting hopes for Syria's economic recovery despite ongoing internal violence and concerns about governance under al-Sharaa.
