TROY, N.Y. (NEWS10) -- A ceremony was held at Troy City Hall Thursday afternoon in celebration of the police department. Four new officers were sworn in, and one officer was promoted to the rank of sergeant. Sgt. Kevin Ray was promoted during the ceremony.
