The whole point of visiting Harbin 'in the middle of winter' is to experience the well known ice festival. Would not be the same if going in the middle of summer...... My son travelled there on Monday,19th and, based on his facebook photos, had a great time. Being dressed appropriately for the weather, the freezing temperatures would be no problem.
