Tool Shows 57% of Eligible People Received Taxpayer Subsidized Food
The State of the Safety Net project shows 57% of eligible people received SNAP in 2023, leaving 29.4 million without benefits.
The Urban Institute released a new tool revealing that 29.4 million people were eligible for SNAP in 2023 but did not receive assistance, highlighting a significant participation gap nationally.
Urban Institute Senior Fellow Linda Giannarelli stated the project tracks eligibility and participation rates across every state for programs including WIC, SSI, TANF, and EITC, marking the first comprehensive compilation of this data.
State-Level data reveals disparities: California saw 54.2% of 9.1 million SNAP-eligible people receive benefits, New York reported 64.9% participation, and Arizona found 57.5% of 207,000 eligible young children received WIC.
Giannarelli noted that some eligible individuals remain unaware programs exist, while others refrain from applying believing assistance is "for people who are much worse off than I am."
Whether programs effectively support families remains uncertain, Giannarelli said; if large numbers of eligible families are not receiving help, policymakers must determine if programs are meeting their intended goals.
