The number of homeless rose from 557 in 2024 to 652 in 2025, with Indigenous people disproportionately affected at 78%, city council said.

The City of Thunder Bay has declared homelessness a humanitarian crisis and city leaders hope a collaborative approach with partnering organizations and First Nations communities will lead to short- and long-term solutions.
