Nigeria: Pension Scheme - Retired Police Officers Take Protest to Presidential Villa
Retirees said the bill would remove police from the Contributory Pension Scheme, which they called fraudulent, as 11 security agencies have been exited.
- On Monday, retired Nigeria Police Force personnel and their families blocked a gate at the Presidential Villa in Abuja, demanding President Bola Ahmed Tinubu sign the Police Exit Bill. Organized by the Police Retired Officers Forum, protesters described the Contributory Pension Scheme as "fraudulent, illegal, inhumane, and obnoxious."
- The National Assembly passed the legislation on December 4, 2025, and transmitted it to the Presidency on March 16, 2026, to remove police personnel from the Contributory Pension Scheme. Soldiers, the SSS, Air Force, Navy, and National Intelligence Agency have already been exited from the scheme.
- National Coordinator CSP Raphael Irowainu stated police "are trapped in this obnoxious Contributory Pension Scheme," while retirees argued the system causes "slavery and untimely death" and adversely affects welfare. Elderly demonstrators also protested at Force Headquarters in Abuja.
- Monday's blockade continues a pattern of sustained activism by retired police officers over the issue. Retirees staged a similar demonstration at the National Assembly in July 2025 demanding their removal from the scheme.
- Irowainu emphasized the retirees' singular objective remains obtaining President Bola Ahmed Tinubu's signature on the Police Exit Bill. He stated their "major aim" is presidential assent "nothing more than that," as the demonstration aimed to pressure action on pending legislation.
