Due to opposition from the United States and Russia, it has become doubtful whether the states meeting in Geneva will be able to agree on a document paving the way for international regulation of autonomous weapons, Defense News reported.

128 states signed a non-binding framework on autonomous weapons at Geneva CCW talks -- the first multilateral accord on so-called 'killer robots' after a decade of failed negotiations. The United States and Russia declined full alignment, leaving the document without the two countries that matter most for enforcement.
